Shelters don't allow "dangerous breeds"!?!

This was before my dad got Cookie.
He was looking for a German Shepherd to be a watch dog. One of the places that he tried was the local shelter. They said that if they caught a GSD they only kept him long enough for his owner to come get him. If they didn't, they put him to sleep.
(They've changed their policy since. When I volunteered there, there were two GSDs up for adoption.)
My dad finally found Cookie in an ad in the paper.
Anyway, if shelters are supposed to help animals, then why didn't they want to help "dangerous breeds" back in 1998?

ughhh! omg just like today, i was at the park and we had taken Gideon. Well we pulled up on bikes with Gideon following, and this lady with 2 little kids were watching. As soon as we got there she grabbed her kids. It really ticked me off, it like they judge him just cause he is big. Gideon loves kids, and it like he is going to attack people cause his breed is used with police. GSD's rarely if ever attack people unless told. That just ****** me off!

I know how you feel, Gideon. There a few people like that at our downtown park.
One person even said that Cookie should be "done away with".
